Transfers. The pay of an employee reassigned to a position in the same class or to a position in a different class within the same pay range shall not be changed by the reassignment.
Reclassifications. An employee whose position is reclassified to a class having a higher pay range may receive a pay increase to the minimum of the new pay range or remain at the current level, whichever is higher. If the position is reclassified to a lower pay range, the employee's pay shall remain the same. If the employee's pay is above the maximum established for the new range, the pay of that employee shall be maintained at the current level until the range is increased above the employee's pay. In this situation, employees will be eligible for bonus pay as established by City policy.
SALARY EFFECT OF PAY RANGE REVISIONS
When a class of positions is assigned to a higher pay range, employees in that class may receive a pay increase to the minimum of the new pay range or remain at the current level, whichever is higher. When a class of positions is assigned to a lower pay range, the salaries of employees in that class will remain unchanged. If this assignment to a lower pay range results in an employee being paid at a rate above the maximum step established for the new class, the pay of that employee shall be maintained at that level until such time as the employee's pay range is increased above the employee's current pay. In this situation, employees will be eligible for bonus pay as established by City policy.
HOURS OF WORK AND OVERTIME PAY PROVISIONS
Employees of the City may be required to work overtime hours as necessary in order to provide services to the citizens and guests of Athens.
Except for those employees who are scheduled to work fluctuating hours or scheduled shifts, normal working hours are established as 8:00 a.m. to 5:00 p.m. During these hours, employees shall be relieved of duties for a one-hour period for lunch. The normal workweek is established as Saturday midnight through Saturday midnight and offices will be open to the general public Monday through Friday, except for holidays and other occasions as may be deemed by the City Manager. Any departure from the designated working hours or the designated workweek shall be submitted in writing to Human Resources for review and will be subject to the approval of the City Manager.
If it is necessary for employees to work beyond the normal working hours, all full time and regular part- time employees with a Non-Exempt position designation will be paid overtime for hours worked over forty (40) at a rate of one and one-half times their normal rate of pay, with the exception of the police and fire departments, whose overtime is determined under the 207k exemption for Fire Protection and Law Enforcement employees. Vacation, sick, compensatory, or holiday hours will not be included in hours worked. Employees may be directed to take time off during the workweek to avoid working over forty (40) hours. All overtime hours will be defined as necessary and shall be scheduled by the Department Head prior to the occurrence. An explanation of the overtime will be recorded on the timesheet during the pay period in which it occurred for review by the Human Resources Department. Employees with an exempt position classification shall be compensated on a whole-job basis and shall not be subject to the overtime provisions of the Fair Labor Standards Act, unless approved by the City Manager.
Compensatory time shall not be accrued for hours worked over forty unless the Department Head submits a written request citing unusual and extenuating circumstances. This request shall be subject to approval of the City Manager.
