Every habitable room shall have at least one window or skylight opening directly to the outdoors which can easily be opened, or such other device as will adequately ventilate such room. The minimum total openable window area in every habitable room shall be equal to one-half of the minimum total window area required in ACC 12-119, except where there is supplied some other device affording adequate ventilation and approved by the inspector.
