1. (1) No person shall interconnect any automatic dialing device to an emergency primary truckline telephone number except one designated for the specific purpose of answering automatic dialing devices. No person shall permit such devices to remain interconnected to an emergency primary trunkline, except one designated for the specific purpose of answering automatic dialing devices, from any property owner or controlled by that person.
2. (2) The director of the communications department may approve the connection of an automatic dialing device to an emergency primary trunkline phone number installed to answer automatic dialing devices.
