24-20 Proclamation Of Civil Emergency

When, in the judgment of the mayor or, in his absence from the city, the vice-mayor, a civil emergency as defined in ACC 24-19 is deemed to exist, he shall forthwith proclaim in writing the existence of same, a copy of which proclamation will be filed with the city manager or finance director.
