Any person or corporation who violates the provisions of this chapter or the rules and regulations adopted pursuant hereto, or fails to perform the reasonable requirements specified by the city building inspector or county health officer, after receipt of five days' written notice of such requirements, shall be subject to a civil penalty under ACC 1-13.
