The purpose and intent of this chapter is to preserve and promote the health, safety, and the general welfare of the public; to conserve properties and their values; and to preserve the character of an area by preventing the harmful effects of prejudicial land uses. More specifically, this chapter is intended to require the landscaping of parking lots in order to reduce the harmful effects of wind and air turbulence, heat and noise, the glare of motor vehicle lights, the level of carbon dioxide in the atmosphere, and soil erosion, while providing shade and enhancing the blighted appearance of parking lots.
