In enacting the ordinance from which this chapter is derived, the city council finds and declares that an act or omission which injures, endangers, or unreasonably annoys the safety, health, comfort, property or general welfare of the citizens of the city constitutes a public nuisance. The city council finds that maintaining an excessive number of vehicles on private property zoned residential which are visible to the public at large constitutes a detriment to the health, safety, and welfare of the community and are declared to be a public nuisance. The city council thus declares that such conditions should be regulated, abated, and prohibited because such conditions reduce the value of and enjoyment of private and public property.
