1. (1) Every building used in whole or in part as a dwelling unit or as two or more dwelling units shall conform to the requirements of this chapter, irrespective of the class to which such buildings may otherwise belong, and irrespective of when such buildings may have been constructed, altered or repaired.
2. (2) No person shall occupy as owner-occupant or let to another for occupancy any dwelling or dwelling unit for the purpose of living, sleeping, cooking or eating therein which does not comply with the requirements of ACC 12-119 through ACC 12-129.
