stand bow in prayer. Gracious Heavenly Father, we come to you today to to do the city's business. We ask that you would be with each one of us. Help us to have an open mind and understanding of what we need to do best for the city. We ask that you be with those who are sick and need your healing touch this week. Those who are traveling, still on vacation, just be with them. We ask that you just continue to be with this city. Help us to be kind to one under one another and understand each other, and just just help us to thrive as a city for you. In Jesus' name, I pray. Amen. 10:31 · Freddy Schultz (unverified label)
Good evening, Council. It is my privilege tonight to recognize mr. Bryson White as a recipient of the Athens Police Department Chiefs Award. Bryson's had a busy summer. He's been so busy that he's already graduated to the middle school. The Chiefs Award was expanded this year to recognize young people in our community who are doing things the right way, setting a positive example and making a difference in the lives of others. We hear plenty about the challenges facing our young people today, but it's just as important for us to recognize those who are leading by example. Bryson was nominated by Officer Jeremy Bowman, School Resource Officer at the Athens Intermediate School, for demonstrating the qualities this award was created to recognize: citizenship, character, and compassion. He was selected because he demonstrated those qualities, and through his actions, has set a positive example for us all, Bryson. We are very proud of you, buddy, and your actions have not gone unnoticed. We are proud of you, and encourage you to continue lifting others up and making those around you better.
12:04 · Perry McCowan (unverified label)
Get a picture. Oh, gotta get a picture.
12:35 · Larry Eaton (unverified label)
At this time, I'll do a proclamation for a a very special award that that I'm I'm tickled to death that that we the city of Athens can give. So we're going to hear this. Dinzo, Dinzo, please come up. Our veterans is one thing that I'm very passionate about. Without our veterans, we wouldn't have the freedoms we have today. So, whereas the city of Athens takes immense pride in acknowledging and contributing of businesses within our community that demonstrate exceptional commitment of supporting our veterans, whereas Denzel Manufacturing has been recognized by the Tennessee Department of Veterans Services as a gold level ready business, a prestigious honor with highlights their dedication of recruiting, hiring, and retaining veterans, whereas Denzel Manufacturing has constantly demonstrated its commitment to providing a meaningful employment opportunities for fostering an inclusive workplace culture that values unique skills and experiences that veterans bring to our workforce, whereas the City of Athens commends Denzel Manufacturing for their proactive efforts in supporting those who have served our country, ensuring that our veterans are given opportunities to thrive in a sylvan civilian careers. Now, therefore, it being proclaimed, I, Larry Eaton, the mayor of Athens, Tennessee, do hereby extend congratulations to Denzel Manufacturing for achieving this distinguished recognition of honor, gold level veterans ready business, and express our deepest gratitude for the continued commitments to our nation's heroes. Proclamation this 18th day of August, 2026. Take my glasses off. Thank you. Thank you, Daniel. Thank you. Sorry about that. The next communications is something that we had this last past weekend. It was a very it was an awesome event. The Sounds of Summer, Miss Meredith Wilson, please.
16:32 · Meredith Wilson (unverified label)
Good evening. I'm Meredith Wilson with Friendly City Festivals, and it's hard to believe that 16 years ago we had our first Sounds of Summer concert, and Tim Hughes and I were so excited and thought, oh, this was going to be such a great community event. And so now, fast forward to this past Saturday, so we went out with a bang. And I know a lot of the city officials thought when they heard me say I was going to do Confederate railroad out at Athens Regional Park, they thought I was crazy. As hot as it was, yes, we were crazy. But I come here tonight to thank the city of Athens from the bottom of my heart because we could not have pulled that off Saturday without y'all's help. It was a great event. I think if it had been 10 degrees cooler, we probably would have had about 5000 people. Right now, it looks like we maybe had right at 2000, but once again, one of the reasons why we wanted to do it at the park is that we hope to do a more of a Bonner Road top sounds of summer in 2027, do it in all one weekend, and so now I think the city has proven that we can do this. We can use the park and Pumpkin Town will be a breeze. I'm sure. But thank you again.
17:46 · Perry McCowan (unverified label)
Thank you, Miller.
17:54 · Larry Eaton (unverified label)
That was a great event.
17:56 · Perry McCowan (unverified label)
Yeah, it's a little warm, but I was there for a little while. All
18:01 · Larry Eaton (unverified label)
All right. Now the citizens remain to the agenda, and looks like Glenn Whiting, please.
18:19 · Glen Whitey (unverified label)
Glenn Whiting, 237 County Road 655, and so I have some basic questions on line item number F. We're talking about purchasing from Gov Deals a skid steer 275 for 117,000. I'm sorry for 115,000. A quick search of it, and this is used. I assume it's used because otherwise we wouldn't be on GovDeals, shows that a brand new one is between 117,000, or if you get everything on it, 125. Well, if you pay the 115, by the time you pay the 12 and a half percent that GovDeals charges, you're right up to a brand new one. Why are we even looking at buying something used that doesn't have a warranty? It doesn't make sense. Same thing when you look at line item F, it's 69,000. When you Google search, the best you can tell from this, it's somewhere between 10 to 20,000. So, of course, we don't know exactly what it is because you don't tell us exactly on that one what it is you're bidding on. But I get leery about what you're buying because this city has a habit of wasting money. I mean, they buy things. Oh, the mayor buys $1,000 worth of candy to send to Japan that we could normally pay $50 in Japan for. That's a waste of our money. Just a couple months ago, he held a call meeting so that we could hire somebody to cut trees, and instead of paying the low bid of 6000, we pay his friend 12,000, and he claims that the others weren't qualified, even though the other work already does work for the city. So when we're spending this kind of money, are we being told the truth on this, and where's the details, or are we not supposed to know like everything else that this city does? Where's the. Details and what are we buying? Why are we spending the same amount of money for use? It's kind of like buying the Parker House. We spend 400 some $1,000. The house is appraised at 230 some $1,000, and the city buys it. And two months later, they sell it for $100,000. So I'm having a hard time understanding what money makes matters to this city, and it may be a good deal, but it doesn't look like it on paper. You look and think, why are we paying full price for something used? So, and as far as Larry being supported, the veterans like he just spoke about, not even close. He canned a project of the banners that were fully donated, and that project's going to another city now. Even though an individual, a business offered us pay for everything, he said our veterans deserve better. Better? We're not. What has he done since to get it for us? Nothing. It's campaigning, is what it is. Because once he's done getting reelected, he'll no longer care. But that project is going to Englewood, which is a shame. Not that they don't deserve it, but it was offered to Athens for free, and Larry said no, and he said he lost $200,000 in just three hours that I had him in court. He hasn't offered to donate those new poles that he said they deserve better. So, I'd like the truth before you go spending that kind of money.
21:21 · Larry Eaton (unverified label)
Thank you for your comments, Donna Davis. Is this germane to the agenda, or is it is it part of? You didn't check which of one. I just wanted to make sure. Okay, that's going to be later on. Okay, okay, so that's going to be at the end of it. I'm sorry, I just wanted to make sure. Cheryl and Misty Jenkins, is that germane to the agenda? It's not clicked. Says it's germane to the agenda. Yeah.
22:14 · Speaker 1 (unverified label)
Yeah. We want to thank you first for giving us the grounds to work with over North Athens, and you know us women, we want a little bit more. We would like to have a walking course, start a walking, a playground for the kids, and some restrooms.

22:41 · Speaker 1 (unverified label)
so you took her swimming pools, you took her schools, even her playground. You almost took her tree, but we got to keep it.
22:49 · Speaker 2 (unverified label)
Yeah, so thanks for at least considering considering it, because I think I'm almost probably the last one living there that was born and raised there, and I'm still about two houses

there's a six. I like our boy and raised right there. We got grandkids growing up, so we want to come back here. Thank you, thank you, thank you, ladies.
23:21 · Larry Eaton (unverified label)
That is all germane to the agenda. So we'll go to the consent. Miss Missy, please.

27:36 · Larry Eaton (unverified label)
Ladies and gentlemen, this is a second reading. Do I hear anyone that's wanting to speak?
27:51 · Glen Whitey (unverified label)
I've said it before, and I understand you're all saying that this don't take place right away until after another election, but I'm still going to tell you you should not be looking at pay raise for this council, or any council, until you get rid of all the corruption and all the problems that this city has been having, they've been nonstop, and they're still continuing. New ones are continuing. You guys have been a disgrace at everything you've done. You sit there and buy stuff, sell it for half what you pay for, put a new roof on a school, and then you tear it down. I mean, you guys don't even deserve to have anything looked at and being considered to give your all self more compensation. Some of you are going to be back here, and so and some of you, you know. So I don't care when you're enacting it. We shouldn't be doing anything to give you all a raise until after you show fit to be leaders. Right now, we don't have leaders. Thank you.

Motion being made and second.
30:55 · Perry McCowan (unverified label)
Yeah. What is
30:57 · Larry Eaton (unverified label)
motion is for bidding purposes. Excuse me. I'm going to resend my motion for a second. I want to make a motion that we order the city manager to have the the public works to authorize the bidding process that should have been already done. So. the three, you know, the the the bidding process. I hear a second.
31:28 · John Duggan (unverified label)
I second discussion. Should be made
31:30 · Larry Eaton (unverified label)
in second. Basically, ladies and gentlemen, what it was, we we approved the the budget in paving X amount of roads for I think it's four miles or so, roughly around four miles this year, and the old city manager had had requested that the bids go out. The bids do not cost a cost a dime. We can and and one of the stipulations was from the public works that because of the the war, the cost of paving was not was too high, but we did not have any numbers. So to get the numbers to find out exactly what it is, he was the the public works was asked by the former city manager to get the bids. They never was done, so that's the reason why that that I made this motion. Any other discussions?
32:28 · Jordan Curtis (unverified label)
I'll just say again, just to think a philosophical and procedural difference of opinion on this. The council level approval of this is that we've approved in the budget these funds. It now is in the hands of the professionals on the administrative side of the city, running it day to day to execute what the council has approved the budget. So I'll be voting against the motion. I think we have day to day folks that are capable of making these decisions, running the city day in and day out. So I think that the council level approval has happened. It's now in the hands of administrative staff to make that determination.
33:07 · Larry Eaton (unverified label)
Any other discussions? Well, basically, I'll disagree with this because the city manager ordered is the former city manager ordered the the park recreations director to to get these bids out so we can see the the bids he he reviews he refused a direct order now we've got have a new city manager and and the the bids do not cost one dime to the city council to the city, but if we do not do this, none of the roads will be paved this year, ladies and gentlemen. None of the roads will be paved. It will be next year, in the next year budget season. So moving the city forward, if a city director does not want to to to do their job, then we need to force the city manager to make them do their job. No, no, you can't speak. I'm sorry.
34:10 · Perry McCowan (unverified label)
My only my only comment is okay. City manager ordered the employee to get a bid, okay. So, and the only thing is, I can't remember if he said, "Yeah, I went to the city manager and said this is not going to work, but if if your boss tell you do something, you should do it. Now, now we have another city manager, and I'm gonna listen to her what she recommends for us to do going forward. So that's my stand. Okay, I mean, if my boss tell me to do something, I say, well, probably shouldn't do it because of this. Then he say, go do it anyway. Go do it. Now we have new city manager, so I'm I'm gonna look for her recommendations.
35:11 · Larry Eaton (unverified label)
Councilman
35:13 · John Duggan (unverified label)
Dugan, I'm good.
35:13 · Larry Eaton (unverified label)
I'll say I'll say one thing. The city manager works for the city council. The city council works for the for the citizens, we are here to make sure that the that the city is done done correctly. We were told that the bids were going to be going out; they never did, and there's no hurt into forcing the city manager to tell their direct tell. It's already been it's already been rejected the first time, and we should not be telling the city manager again to do this. And and and vice mayor is right; it should have been. It's a it's a procedural thing that there was refused of orders, and it was clearly stated in the in the work session that it was refused, and therefore I want to see the bids for the citizens, not for me, for the citizens, not for the city manager, not for anybody else. I want to see the bids to to make sure that that we are getting them right. And basically, we were told in the in the work session that the because of the war that the asphalt was too high, well, and I ask in this any city council meeting, I ask, I said in in the work session, I said, okay, so you're going to promise me next year that the the pricing is going to be lower. Nobody can make that promise, so these roads need to be paved. We need to make sure we take care of the of this instead of kicking the can down the road. It's already been in the budget. It's already been approved in the budget. The city manager needs to to make the staff do their jobs. So, but anyway, any other any other questions? Roll call.
36:58 · Missy White (unverified label)

Aye. Passes three to one. Now, there's one thing that's not on the new business that that has been dwelling for a very long time. I'd like to make a motion for the city manager and the city the city attorney and the city manager to get into the Habitat for Humanity and not the Habitat for Humanity, but the the title company
37:41 · Chris Caldwell (unverified label)
title insurance.
37:42 · Larry Eaton (unverified label)
Title insurance to to refund the city the money that the title insurance overlooked. That's my motion. You're here a second.
37:56 · John Duggan (unverified label)
I second,
37:58 · Larry Eaton (unverified label)
ladies and gentlemen. Basically, what it was, there was some land that was giving given to the Habitat for Humanity. They did not build on it, so it's supposed to came back to the city. It was never given back to the city. It was sold. The title company, or not the title insurance, basically overlooked it, and therefore they sold them, sold it, and I'll let the city attorney address that to the public to to get a little bit more in depth for the public to know.
38:31 · Chris Caldwell (unverified label)
So, what the mayor is talking about is there's a piece of property back in the '90s, I believe it was the early '90s, that was part of a Habitat for Humanity project, in which it was to be developed into a single-family residence. That piece of property has now transferred, I believe, at least three times since the city deeded it over and conveyed it, and it has increased in value and sold from private party to private party without any attention given by the title company, except on the last closing, it was brought to the attention of the title insurance company that there is a reversionary clause, which should have kicked in. So the city's basically authorizing city manager and I to pursue a claim, likely against the title insurance company who insured the transaction to have some compensation for the city on the value of the property.

aye. Okay. On the reports, you have them in front of you, gentlemen. The financial, the fire department, the police department, and the city manager's report. Is there any questions? Okay. If not, then we're going to citizens' comment. And the first one is Donna Davis. As
40:17 · Donna Davis (unverified label)
he said, my name is Donna Davis. Back in August of last year, I got busted for having too many dogs. They were all Yorkies. Okay, they told me they would take very good care of them, and I went home because they wouldn't allow me back on my property. And I've owned this property for 40-something years, and this is what I found: a dog eat up with maggots that they had left there. Okay, that's not. Of course, I cried and carried on. I'll pass it up there to you if y'all need to see it. Then I stopped getting my mail. During all this, I've had a stroke. I just had a Zoll life vest just taken off last week, but my mail got rerouted. I stopped getting my light bill. I stopped getting my checking account statement. Matthew Garvey had went to the post office and talked to the postmaster, and he said her house is abandoned. There's nobody living there. Okay, and had my mail returned to sender, so I didn't get my medical card back. I'm a diabetic. I'm also recovering cancer patient, and I have a lot of heart problems right now because, like I said, all this has caused me to have a stroke. But my mail just quit coming. I went from the post office to the police station. Post office for like four months. It took me till December to find out that he had done it, and finally the postmaster told me, and Seth was going to help me out by putting a roof and windows in my house, because you know when you live on social security. I'm almost 73, but anyway, it's hard to make it, and he told them not to do that too, so every time I try to get a jump, he would jump in front of me. And he said, "My house is condemned. I've never been officially notified. We've been trying to put the roof on, and the weather head got knocked off of the roof from out in the street, in the right away of the city, from where, because the lines are up there. It's my trees, yes. But I was told not to get up there and get that out of the out of the trees. The the trees out of line weather. Sorry, yeah. But somebody needs to check into this because he's doing a lot of illegal stuff. That's not just that's federal, and didn't even notify me. So I told them I wanted my mail change back. They said we can't do it. You got to have your ID. I said then how in the hell did he do it without an ID? He pulled out his police badge. That don't makes me any better than you. And they've lied a lot on me. That don't make it any better on me or any citizen here? So, I guess I'm done. Thank you,

Miss Davis. Have you talked to the city manager? After I come up here and tried, I tried to file a police report on him, and Walter wouldn't let me tell me I didn't have nothing on him, and I got arrested for harassment. going, Miss Davis. If if you don't mind after the meeting, if you'll talk to Miss Bridget right here, Miss Miss Roberts, Miss Roberts right here, she's the city manager, and and you can file a report with her, and and she'll get back with the city council. I was curious and wanting to figure out why he was fired without cause. So I've done a lot of public records requests, and I think part of the reason why is he's asking too many questions, and so even with the Kenny lawsuit, I don't know all the details, and we probably never will because we know how the PEP insurance covers it up. Now, one thing that did concern me out of the emails that I found was there's an email from Steve Sherland, who actually I think has probably more integrity than all of the council, but he sends a direct email to Nina Edgeman instructing her to send this to the PEP insurance, and she responds that she would do that. Neither one CC the city manager. Now I guess it's like all the other rules that we see this council violating. It says under Article Five, neither the council nor the member thereof shall give orders to any subordinate of the manager, which Dinah is, either publicly or privately, directly or indirectly. But again, none of this matters. Charter don't matter because if it did, we'd have investigations over the complaints that have been filed. But anyways, I'm just bringing up just to show just another notch of how corrupt the city is and what's wrong. Now we got another issue. We got the underground fuel tanks that Randy brought up and was one of the things he was wanting to deal with, and he sent an email to our city attorney, Chris Caldwell, asking, "Do we have an obligation here? These tanks might be leaking, been in the grounds for years. And he's told now it's redacted, but I got the version from Randy myself. So, and I'm not giving an exact version, but basically, he was told Chris True is our friend. We're not doing anything. Well, if you look under the charter, it actually says that you're required to. It says actually Title Seven, Section 2122, and 25. It says that the fire department's required to. If there's a safety issue, now we got a tank in the ground with fuel. It could blow up. It could be leaking. It's a safety issue, but because Chris True, who's running for council now, wants to protect his own interest because he's involved, we don't do it. It also says in community development under Title 13, Section One, same thing. He has a duty, so Chris can tell you, no, we're not going to do it because we want to protect Chris True, but the fact is you don't have that right. I see my time's running, so we have an issue of a personnel in the city writing checks to his own foundation that's never been voted for in 20 some years. That's okay, but these are things he was exposing, and that's okay. We got special treatment going to the hospital, to the Mayfields, to the housing, to getting special rates on garbage. So what I've learned is partly why he was fired is because he stood up against what was going on. And you're not allowed to ask questions in this city if you do. If Bridget tries asking questions, she won't be here long. So got to stay quiet.
