North City park designation
Resolution 2026-20 designated city land near Palos Street, Bryson Street, and Railroad Avenue as public park and community recreational space, provided for master-plan consideration, and established a public naming process.
Approved with the consent agenda, 4–0, in signed minutes.
Source note
Packet p. 11 expressly says the resolution does not authorize a specific construction project, contract, purchase, appropriation, or expenditure. A playground, community center, or pool was not funded by this designation.

Decision23:29–26:47
Equipment, grants, IT positions, and paving design agreement
The same consent vote approved a CAT 275 skid-steer purchase for $115,458.50 from the Fleet Fund under statewide contract, surplus sale of asset 4316, and a $69,315 asphalt mini-paver from the Capital Improvement Fund. It also covered property-conservation, rail-safety, and tourism-grant actions; IT position/pay-scale changes; and Amendment No. 2 to the Gresham Smith STBG-L paving agreement.
Approved in the same consent-agenda vote.
Source note
Signed minutes supply the exact amounts, purchase methods, and asset number. Grant applications are not grant awards, and purchase authorizations do not establish delivery or payment. The Gresham Smith agreement is distinct from the later city paving bid-process motion.
Decision27:10–29:21
Compensation ordinance adopted on second reading
After a public hearing in which Whiting opposed the increase, council adopted Ordinance 1159. The packet specifies $600 monthly for the mayor and $500 for councilmembers, applying on new terms rather than during existing terms.
Second reading approved, 3–1, in signed minutes.
Source note
Minutes record McCowan, Curtis, and Eaton in favor and Duggan opposed. Packet p. 24 still has an unfilled effective-date field; no exact effective date is inferred from that draft.

Spruce Street rezoning adopted
Council held the public hearing and adopted Ordinance 1160, rezoning property off Spruce Street from light industrial to medium-density residential. No public speaker addressed this hearing according to the minutes.
Second reading approved, 4–0, in signed minutes.

Several transcript roll-call labels do not match the member being called. The recorded outcome is taken from signed minutes, not those labels.

Decision30:29–37:12
Direction to complete the paving bid process
Eaton moved to have the city manager direct Public Works to complete bidding for remaining FY 2026–27 paving and resurfacing. He argued that bids were needed to establish prices; Curtis argued that execution belonged with administrative staff after budget approval.
Direction approved, 3–1, in signed minutes.
Source note
Minutes record Curtis opposed. This action seeks bids; it is not an award, payment, or proof of completed paving. Claims during the debate that staff refused orders are attributed to the speakers, not independently established.
Decision37:12–39:42
Pursuing a title-insurance claim
Council authorized the city manager and attorney to pursue recovery concerning land previously conveyed for a Habitat for Humanity project. Caldwell said a reversion clause had been overlooked during subsequent transfers and described a possible claim against title insurance.
Pursuit of a claim approved, 4–0, in signed minutes.
Source note
Authorization to pursue a possible refund does not establish liability, a settlement, an amount recoverable, or money received.
