Curtis moved to have staff prepare a code of conduct for the November 10 work session, seconded by Duggan. The minutes label this motion passed but also state that its vote was not completed after a point of order and recess. Its outcome is unclear. Later in the meeting, Sherlin made a separate motion authorizing the City Manager to prepare a draft incorporating Pelley's suggestions where feasible; that motion passed unanimously. The later vote is recorded separately.
