VIII D. Approve Memorandum of Agreement Between the City of Athens and McMinn 
Regional Humane Society 
Overview 
A memorandum of agreement has been prepared between the City and McMinn Regional Humane 
Society (MRHS) to outline the understanding and responsibilities of each party regarding the joint 
development and operations of the new animal shelter. The memorandum of agreement has been 
reviewed by the city attorney and the Humane Society and is ready for approval. The revised 
agreement is attached. 
 
This item was discussed during the February 10, 2025 work session and the February 18, 2025 
regular session and postponed until the March 10, 2025 work session. 
 
Following discussion during the March 10, 2025 work session, the consensus was to place this 
item on the March 18, 2025 regular session consent agenda for approval. 
 
Action to Consider 
Motion, second, and vote are needed to approve the Memorandum of Agreement between the City 
and McMinn Regional Humane Society as presented.
