SUBJECT: HiTek PaviJet MGE Purchase 
 
The Public Works Department is requesting Council approval for purchase of a skid -steer 
mounted asphalt mini-paver system for the street maintenance division. The demands of street 
maintenance operations have increased , and this unit is designed to improve consistency in 
pothole and small strip repairs vs. conventional hand work ing cuts, especially on wide or long  
repairs. This purchase coincides with procurement of a larger skid -steer, as this unit  requires a 
larger hi-flow system which our current CAT 232D simply cannot accommodate. 
 
The Department recommends purc hase of a  HiTek MGE Pavijet mini- paver system for $69,315 
from the capital improvement fund. The FY 2027 budget included $55,000 for this equipment, 
resulting in a purchase price that is $14,315 above the original budgeted amount. The equipment 
is only available via a sole-source contract for the US market; a copy of the sole source contract 
is included with this  memo. Per our sales representative,  costs for freight are still variable, and 
reciprocal tariffs are still potentially applicable to the cost of the equipment. 
 
After receipt of the equipment, inspection, and addition to the City’s insurance coverage,  we 
intend to schedule training and attempt to perform several cuts before cold weather arrives.
