Agenda Item XI. A. First Reading of an Ordinance to Amend the Zoning Ordinance of the City of Athens, Tennessee, and the Official Zoning Map to Rezone Property Located Within the Corporate Limits of Athens, Tennessee at 2201 Decatur Pike (A Portion of McMinn County Tax Map 056, Parcel 009.00) from B -3 (Intensive Business District) to R-2 (Medium Density Residential District). Overview Due to a lack of interest in the 1.08-acre city-owned property located at 2201 Decatur Pike at Regional Park which is presently zoned B-3 (Intensive Business District), Council approved to rezone this property to R-2 (Medium Density Residential District) during their regular session on August 19, 2025 to generate additional interest. The Athens Municipal Regional Planning Commission, at its meeting on September 2, 2025, unanimously voted to recommend approval of the proposed rezoning. A staff report is attached for reference. The first reading of the rezoning ordinance will be during the September 16, 2025 regular session and a second reading and public hearing will be advertised for the October 21, 2025 regular session. If the rezoning is successful, staff will revise the minimum bid amount that is reflected in an updated appraisal and conduct another competitive sealed bid process to dispose of this unwanted city-owned property. Following discussion during the September 8, 2025 work session, the consensus was to place this item on the September 16, 2025 regular session for a first reading. Action to Consider After conducting the first reading of the rezoning ordinance a motion, second, and majority vote are needed to approve a public hearing and second reading during the October 21, 2025 regular session.
