VIII. C. Approve RFB 25-11 Bid Award to Whaley Construction for Mt. Verd Industrial 
Park Improvements 
 
Overview 
The FY 2025-26 approved Capital Improvement Fund budget contains $1,900,000 to complete 
Mt. Verd Industrial Park improvements.  
 
Bid documents were prepared, advertised, and distributed. On the deadline date of August 14, 
2025, five bids were received. Attached are the memorandum from  the Public Works 
Department, a letter of recommendation  from the Engineer, Croy Engineering, and bid 
tabulation sheet.  
 
The lowest and most responsive bidder was Whaley Construction (Kodak, TN) with a bid of 
$1,747,596 and a $100,000 contingency, if needed, for a total bid of $1,847,596, slightly below 
the budgeted amount. Funding for this project was budgeted in the Capital Improvement Fund 
using $950,000 from an ARC grant, $475,000 in city funds, and $475,000 in county funds for a 
total of $1,900,000. 
 
If approved, this project is anticipated to be completed in about nine months or about June 2026.  
 
Following discussion during the September 8, 2025 work session, the consensus was to place 
this item on the September 16, 2025 regular session consent agenda for approval.  
 
Action to Consider 
A motion, second, and majority vote are needed  to award this bid to Whaley Construction to 
complete the Mt. Verd Industrial Park improvements.
