SUBJECT: Allocating ARPA Funds for the City

In February of this year, the council approved the allocation of the American Rescue Plan Act
(ARPA) toward four projects for the City. As a reminder, the City will receive a total of
$4,159,922.74 through the State as our portion of the funds. We received $2,079,961.37 in
November, 2021 and will receive the same amount in November of this year.

The $4,700,000 allocation approved in February were for the following projects: Animal Shelter
Building - $600,000; Public Works Building - $2,500,000; Fire Training Tower - $600,000; and City
Hall Renovations - $1,000,000. We allocated more than we are receiving to allow some flexibility
in submitting the expenditures so that they are used as quickly as possible. Since we have
temporarily delayed working on City Hall to concentrate on the other projects, | would like to
amend the $4,700,000 allocation to be as follows: Animal Shelter Building - $900,000; Public
Works Building - $2,900,000; and Fire Training Tower - $900,000. By adjusting the allocations,
the next reporting period ending March 31, 2023 should be the last period for reporting
expenditures and simplify the reporting requirements.
