CITY OF ATHENS, TENNESSEE
PURCHASING, IT AND EMERGENCY SERVICES DEPARTMENT

The Administration Division, also known as Purchasing, consists of two employees and is under the direction of
the City Manager. The Assistant to the City Manager is responsible for issuance of purchase orders, issuing
contracts, all bidding requirements and projects as directed by the City Manager. The Communications
Coordinator is a new position for FY2023. The majority of funding for this position will come from the
Hotel/Motel Fund as the primary duty will be promoting tourism within the City. The position will coordinate
social media posts, maintain the City web site and coordinate communications from all departments.

The City Hall Division reports all expenditures for the municipal building that are not allocated to other
departments or divisions.

The information Technology Division was established for the 2019-2020 fiscal year. The division is responsible
for maintaining all of the computer equipment and related networks. Beginning in FY 2022, the GIS technician
position was transferred to this division. The technician is responsible for maintaining all of the Geographic
Information Services and assists all departments within the city.

The Communications Division is contracted with the McMinn County E-911 Center. This contract provides for
emergency and non-emergency dispatching for the police and fire departments.
