Governmental activities increased the City of Athens' net position by $8,807,251 which accounts for the majority of the increase in the net position for the City of Athens. The State provided additional operating grants in order to mitigate dangers of spreading Covid-19. Sales tax increased due to an increase in the rate by .75% effective November 1, 2019. This amounted to the increase being for eight months in the prior year compared to an entire year in 2021. Expenses for highways and streets were down for 2021 since approximately $1,900,000 in paving was done in the prior year. Business-type activities. Business-type activities increased the City of Athens' net position by $131,229. This increase was due primarily to the operations in the Sanitation Fund. Depreciation decreased due to a replacement for a front loading truck not being purchased in the current year as it was delayed due to Covid- 19. There was also a vacancy in Sanitation for a period of months that reduced salaries and related benefits. B-5
