SISTER CITIES PROGRAM 
 
MINUTES 
MEETING OF THE BOARD OF DIRECTORS 
Wednesday, March 5, 2025 
12:00pm – Trinity UMC 
 
I. Welcome  
a. Roll Call: 
i. Present: Victoria White, Lindsey Ferguson, Becky Simpson, Austin Fesmire, Ersa 
Henry, Randy Dowling and Betty Ruleman 
ii. Absent: Larry Eaton 
II. Approval of Minutes 
a. Motion was made by Ersa Henry, seconded by Lindsey Ferguson, for the approval of the 
October 14, 2024 and the February 12, 2025 minutes. 
Motion carried 
 
III. New Business 
a. Revote on items from February 12, 2025 Meeting –  
i. Potential scholarship to attend TWU trip to Japan for SCRA Jorja Lewis 
Motion was made by Lindsey Feguson, seconded by Becky Simpson, for a one -time 
exception, since there were no other McMinn/Athens/TWU student applications, to 
award Jorja Lewis the $1,000 SCRA scholarship. 
Motion carried 
ii. Prep for Chinzei Gakuin visit 2025 
Motion was made by Becky Simpson, seconded by Randy Dowling, to fund two (2) 
additional SCRA’s for a total of $2,140. 
Motion carried 
iii. Athens Isahaya lecture series 
Motion was made by Lindsey Ferguson, seconded by Berry Ruleman, to charge $10 to 
register for the Bento Box class. 
Motion carried 
b. Succession Planning/Goals of Committee Moving Forward 
Election of New Officers: 
Chair – Larry Eaton 
Vice Chair – Randy Dowling 
Treasurer – Becky Simpson 
Secretary – Betty Ruleman
