Helms, Project Manager Cc: Ben Burchfield, Public Works Director Angela Robbins, Purchasing Assistant Matt Siniard, Parks & Recreation Director DATE: August 6, 2025 SUBJECT: Heritage Park LPRF Grant Improvements Background The city recently opened bids and proposals for the Heritage Park LPRF Grant Improvements Project. The project is being funded through a combination of LPRF Grant funds and local funds. T here are several different activities included as part of this project which are as follows: • Construct a new walking trail • Remove and replace almost all components related to the baseball ballfield • Remove and replace the existing playground • Add pedestrian lighting • Address ADA non-compliance issues Request for Proposals #24-09 A Request for Proposals was issued on December 21, 2024, for the acquisition of site amenities which are to be owner supplied and contractor installed as part of the project. Proposals were due on January 28, 2025, at which time they were opened. Due to the high level of customization associated with playground equipment a Request for Bids is not well suited for procuring this equipment . The vendors’ proposals included a conceptual plan and budget for the associated plan. A committee comprised of the Parks and Recreation Director, Purchasing Officer, Finance Director, and Project Manager reviewed the proposals and evaluated them based upon the following criteria: • Function, durability, and design of proposed playground • The number of play features included • Ability to coordinate the design of features and amenities now and in the future • Proven ability with similar projects • History and years of experience • Ability of the City to inspect and repair equipment • Capacity to perform the required work in the timeframe allotted • Overall cost of proposal 34
