RE: Funding TDOT Entrance Improvement – Congress Parkway and Lee Drive 
Overview 
This Council is being asked to consider roadway improvements associated with the Fox 
Den Subdivision entrance at Congress Parkway and Lee Drive. The proposed work is intended 
to correct the existing entrance alignment and improve traffic safety at this location. The 
project plans are prepared by Kimley-Horn.

iver Stone Construction has advised that the design has been approved by TDOT and that the 
improvement would correct the current condition that requires some drivers to make a U-t urn or 
unsafe/illegal turning movement. River Stone estimates the total cons truction cost at 
approximately $200,000 and has offered to contribute 50% of the project cost, up to 
approximately $100,000, through a cost-sharing agreement with the City. 
Financial Impact  
Estimated total project cost: $200,000 
Estimated River Stone contribution: 50%, up to approximately $100,000 
Estimated City share: approximately $100,000, depending on final scope and pricing. 
Funding Source 
Not budgeted for FY 2026-27. 
Request  
Council consideration is requested regarding whether to proceed with the proposed Congress 
Parkway/Lee Drive entrance improvements and 
whether to authorize the City to enter into a 
cost-sharing arrangement with River Stone Construction for the project.
