Mr. Burchfield, January 26, 2026, Page 5 kimley-horn.com 10 Lea Avenue, Suite 400, Nashville, TN 37210 615 564 2701 Task 5.3 – Preliminary Engineer’s Opinion of Probable Construction Cost Kimley-Horn will prepare an opinion of the probable construction cost of the proposed improvements. Kimley-Horn will utilize the current version of the Cost Estimate Tool provided by TDOT’s Traffic Design Division to prepare preliminary cost estimate. Because Kimley-Horn does not control the cost of labor, materials, equipment or services furnished by others, methods of determining prices, or competitive bidding or market conditions, any opinions rendered as to costs, including but not limited to opinions as to the costs of construction and materials, shall be made on the basis of its experience and represent its judgment as an experienced and qualified professional, familiar with the industry. Kimley -Horn cannot and does not guarantee that proposals, bids or actual costs will not vary from its opinions of cost. If the City wishes greater assurance as to the amount of any cost, it shall employ an independent cost estimator. Kimley-Horn’s services required to bring costs within any limitation established by the City will be paid for as Additional Services. Task 5 Kimley-Horn Deliverables: 1. Right-of-Way plans package (one electronic copy, PDF format) 2. Agenda and meeting minutes for design review meeting (one electronic copy, PDF format) 3. Preliminary Engineer’s Opinion of Probable Construction Cost (one electron copy, PDF format) Task 6 – Right-of-Way Acquisition Services (Additional Service) It is unknown at this time how many properties within the project limits will require right -of-way or easement acquisitions. A defined scope and fee estimate will be added for this task at a later date as an additional service following completion of Task 5, when the number of impacted properties is known. Task 7 – Final Design Services Task 7.1 – 90% Construction Plans Kimley-Horn will prepare 90% construction plans in accordance with TDOT’s Roadway Design Guidelines and current City of Athens roadway design standards. The plans will be prepared to conform to TDOT’s current ORD CADD standards. The plans will consist of the following sheets: ▪ Title Sheet ▪ Index and Standard Drawings ▪ Estimated Roadway Quantities ▪ Roadway Typical Sections ▪ General Notes ▪ Special Notes ▪ Environmental Notes ▪ Tabulated Quantities ▪ Detail Sheets ▪ Right-of-Way Notes ▪ Property Map and Right-of-Way Acquisition Table ▪ Present Layout ▪ Right-of-Way Layout 60
