Mr. Burchfield, January 26, 2026, Page 4 kimley-horn.com 10 Lea Avenue, Suite 400, Nashville, TN 37210 615 564 2701 Task 4 – Conceptual Design Services Prior to the completion of Task 2, Kimley-Horn will prepare a conceptual layout of the proposed intersection improvements described above, utilizing McMinn County GIS data and aerial imagery. Kimley-Horn will submit the conceptual layout to the City for review and comment. Task 4 Kimley-Horn Deliverables: 1. Conceptual Design Exhibit (one electronic copy, PDF format) Task 5 – Right-of-Way Design Services Task 5.1 – Right-of-Way Design Plans Upon completion of Tasks 2 and 4, Kimley-Horn will prepare right-of-way design plans in accordance with TDOT’s Roadway Design Guidelines and current City of Athens roadway design standards. The plans will be prepared to conform to TDOT’s current ORD CADD standards and will provide appropriate detail to support right-of-way acquisition. The plans will consist of the following sheets: ▪ Title Sheet with Index ▪ Roadway Typical Sections ▪ Environmental Notes ▪ Tabulated Quantities ▪ Detail Sheets ▪ Right-of-Way Notes ▪ Property Map and Right-of-Way Acquisition Table ▪ Present Layout ▪ Right-of-Way Layout ▪ Proposed Layout ▪ Mainline/Sideroad Profiles ▪ Driveway Profiles ▪ Drainage Map ▪ Erosion Prevention and Sediment Control Plans ▪ Signing and Pavement Marking Plan ▪ Roadway Cross Sections ▪ Traffic Signal Plans ▪ ITS Plans Task 5.2 – Right-of-Way Design Submittal and Review Kimley-Horn will submit Right-of-Way design plans to the City for review and comment. Kimley -Horn will meet with the City to discuss the comments. Following this review meeting, Kimley-Horn will revise the plans based on the comments received and direction from the review meeting. Kimley -Horn will document the comments and decisions in meeting minutes that will be distributed to all attendees of the review meeting. TDOT will then submit Right-of-Way plans to TDOT for one (1) round of review. Once comments are received from TDOT, Kimley-Horn will incorporate their comments into the plans. 59
