SCOPE OF SERVICES 
 
Task 1 – Project Management 
This task will consist of general project management, administrative, and accounting activities for the 
project. It will further consist of  one (1) kick-off meeting with the City of Athens staff and preparing 
meeting minutes. 
 
Task 2 – Existing Conditions Survey 
Task 2.1 – Field Survey 
Through the use of a sub -consultant, a full engineering design survey will be completed for 
approximately 0.20 miles along Decatur Pike and 450’ along Lee Erwin Road. The Digital Terrain Model 
(DTM) width will be 250’ centered on the existing alignment for Decatur pike and 150’ centered on the 
existing alignment for Lee Erwin Road. The detailed survey limits are depicted in Attachment A. 
 
A combination of traditional ground survey methods along with mobile lidar will be used to collect 
topographic and roadway features. Field survey services will be used to collect underground utilities  
and storm and sanitary inverts. Underground utilities will be limited to 811 markings and records 
provided to surveyor by individual utility owners. Right-of-way (ROW) lines and property tracts will be 
resolved throughout the survey limits. Survey deliverables will be in OpenRoads D esigner (ORD) 
formats per TDOT CADD standards and set to a 1”=50’ scale. 
 
Task 2.2 – Data Collection 
Kimley-horn will perform up to two site visits to review the existing conditions along the corridor, check 
the field survey deliverable, and collect digital photography to assist with design efforts in later tasks. 
 
Task 2 Kimley-Horn Deliverables: 
1. Survey CADD files (electronic copy, Bentley ORD .dgn format) 
2. Right-of-Way Acquisition table (one electronic copy, Microsoft excel format) 
 
Task 3 – Environmental Studies 
The project is located in the Hiawassee River 8-digit watershed (HUC 06020002) and in the North 
Mouse Creek Upper  12-digit watershed (0 60200021201). The North Mouse  Creek is located 
approximately 500 feet east of the project limits. A desktop analysis based off the National Hydrography 
Dataset, National Wetland Inventory, topographic maps, and aerial imagery indicates that the proposed 
project corridor will not cross any streams or ponds.   
 
Task 3.1 – Project Meetings and Agency Coordination 
In an effort to manage the jurisdictional determination process, Kimley-Horn will coordinate as needed 
with the project team, the US Army Corps of Engineers (USACE), and the Tennessee Department of 
Environment and Conservation (TDEC).  These coordination meetings will address environmental 
feature verification, proposed plan discussions and environmental permit coordination.
