Task 1 – Design Development 
 
Task 1.1 – Project Management and Meetings 
This task consists of general project management, administrative, and accounting activities for the 
project. Coordination activities will consist of preparing and distributing project correspondence, 
scheduling of meetings, meeting facilitation, and discussion of project elements with the City throughout 
the process. Monthly invoices and progress reports will be provided as part of this task. 
 
Task 1.1 Deliverables 
• 
Kickoff meeting and site visit. 
• Up to three (3) virtual project coordination meetings. 
• Meeting summary for each meeting. 
 
Task 1.2 – Schematic Design  
Kimley-Horn will prepare schematic layouts for up to three (3) parking configuration alternatives. 
These configurations will be conceptual in nature and not include grading, utility, and landscape 
design beyond what is necessary to establish site constraints. Additionally, Kimley-Horn will perform 
preliminary coordination with the City of Athens and Athens Utility Board (AUB) to establish probable 
permitting requirements. It is expected that Tennessee Department of Environment and Conservation 
(TDEC) permitting will not be required as total land disturbance is expected to be less than one (1) 
acre. It is expected that Tennessee Department of Transportation (TDOT) permitting will not be 
required as proposed parking does not intersect with TDOT managed roads. Upon selection of a 
desired design path, Kimley-Horn will proceed with a Preliminary plan set for client review. It is 
expected that at least one (1) of the project coordination meetings outlined in Task 1.1 will be 
required during this task to review and modify the Schematic Design(s). 
 
Task 1.2 Deliverables 
• Schematic Design(s) to be reviewed by City of Athens Staff. 
 
Task 1.3 – Preliminary Plan Set 
Kimley-Horn will advance the desired Schematic design from Task 1.2   to provide a preliminary 
Civil Engineering Design for the parking lot layout including site layout, site grading, traffic flow 
direction, stormwater design, and electrical connectivity layout. The Preliminary Plan Set will be 
provided to the City of Athens for Review/Comment and will serve as the basis for Task 2.  
 
Task 1.3 Deliverables 
• Preliminary Engineering Plan Set including: 
 Demolition Plan. 
 Site Plan.  
 Grading Plan. 
 Electrical Routing Layout.
