Kimley-Horn and Associates, Inc. (“Kimley-Horn” or “Consultant”) is pleased to submit this Letter 
Agreement (“Scope”) to the City of Athens, Tennessee, for the J.L. Cook Memorial Park Parking Lot 
Design and Permitting. 
 
PROJECT UNDERSTANDING 
 
T
he proposed project is for the construction of additional parking at J.L. Cook Memorial Park in Athens, 
TN as outlined in the preliminary layout below provided by the Client. The proposed design scope 
provided by Kimley-Horn includes Parking Lot Design, Stormwater Treatment Design, Geotechnical 
Subgrade & Pavement Recommendations, Code Minimum Landscape Design, Electrical Routing 
Design, Opinion of Probable Cost (OPC), and Site Wall Design. Individual tasks are broken down in 
the “Scope of Services” Section of this proposal.
