Kimley-Horn will coordinate with the Athens Parks and Recreation staff to review and develop an 
updated inventory of parks, open space, and greenways owned by the City. Kimley-Horn will visit the 
parks listed below and provide facility assessments that will consist of facility name, existing photos, 
list of amenities with condition, and recommendations separated into short and long-term needs. 
Facility assessments will be provided for the following facilities: 
• Market Park 
• Knight Park 
• Veterans Park 
• Cook Park 
• Ingleside Park 
• Wetlands Trail 
• Prof Powers Park 
• Eureka Trail 
• Eco Park 
• Regional Park 
• North City School Site 
• Heritage Park 
• Fisher Field 
• Stormwater Site at Mayfield Lane 
• Community Center 
 
A brief summary outlining work that is currently planned, and recommendations for outstanding work 
that needs to be done will be provided with each facility. 
 
Task 4 – Programming Analysis 
Kimley-Horn will work with staff to create an existing programs section of the master plan with program 
names, providers, and attendance numbers provided by the Department. Kimley-Horn will compare this 
list of provided programs to the needs of the community identified in the outcomes of Task 3.1 above 
and analyze the age segment distribution and lifecycle analysis. 
 
Task 5 – Implementation Plan 
Kimley-Horn will refine and organize the needs identified in the tasks above into a series of actionable 
recommendations that will be organized into short, mid, and long-term goals as required by TDEC.

recommendations that will be organized into high and low priority sets in the following categories: 
• Existing parks 
• New facilities 
• Programming 
• Staffing 
 
These recommendations will be portrayed in an Implementation Matrix that provides the following items
