Task 1.2 – SWOT Workshop 
Kimley-Horn will facilitate one (1) meeting with the stakeholder group identified by the City to collect 
their input on the strengths, weaknesses, opportunities, and threats of the City’s park system to meet 
TDEC’s Strengths Weaknesses Opportunities, and Threats (SWOT) Analysis requirement for 
systemwide parks and recreation master plans.  
 
Task 1.3 – Public Kickoff Meeting 
Kimley-Horn will conduct one (1) public kickoff meeting on the same day as the SWOT analysis to 
introduce the Parks and Recreation Master Planning process to the community and gather broad 
reaching inputs on existing parks facilities as well as aspirational desires from the community. This 
input will be used in developing the recommendations in the Master Plan Report. 
 
Note: The City of Athens currently has a survey regarding parks facilities that is currently active.  The 
raw data from this survey will be provided and will become part of the Master Plan Report as part of 
the required public input. 
 
Task 1.4 – Public Open House 
Kimley-Horn will facilitate one (1) public engagement open house meeting to gather input on the final 
draft of the parks and recreation master plan as required by TDEC. Comments from this meeting will 
be compiled and referenced in the final report. 
 
Task 1.5 – Final Plan Presentation 
Kimley-Horn will make one (1) final presentation to the City to present the highlights of the Final Master 
Plan. 
 
Task 2 – Demographics Update  
Kimley-Horn will obtain publicly available demographic information, including total population, 
population by age segment, race and ethnicity, and income levels. Narrative and charts will depict the 
data presented in this task. Kimley-Horn will provide an analysis of this demographic data as it relates 
to the impact on Athens parks and recreation system and considerations in the development of the 
master plan. 
 
Task 3 – Existing Conditions and Needs Assessment 
Task 3.1 – Needs Assessment Survey 
Kimley-Horn will create a needs assessment survey that will consist of up to twenty (20) questions for 
citizens to provide public input for this project. This survey will be provided in an online format via 
Survey Monkey as well as a printed version. Kimley-Horn will provide an executive summary of the 
survey methodology, a description of major findings, and charts to depict highlights of the results as a 
section in the Master Plan report. This assessment will be combined with the SWOT analysis and 
potentially stakeholder interviews to occur over a two-day period.
