lanning Consultant Services to update the Parks and Recreation Master Plan 
City of Athens, Tennessee

ear Mr. Helms: 
 
Kimley-Horn and Associates, Inc. (“Kimley-Horn”) is pleased to submit this letter agreement (the 
“Agreement”) to the City of Athens, Tennessee (“City”) for Planning Consultant Services for the 
updating of your Parks and Recreation Master Plan. 
 
PROJECT UNDERSTANDING 
 
The City Athens Parks and Recreation Department desi
 res to develop their own Parks and Recreation 
Master Plan. Previously, the city participated as part of an overall Parks and Recreation Master Plan 
for McMinn County. This new master plan will provide guidance for the department over the next 5 
years and will meet the minimum requirements set by TDEC. 
 
STUDY AREA 
The Study Area includes the City of Athens within it
 s incorporated city limits.

COPE OF SERVICES 
 
K
imley-Horn will provide the services specifically set forth below. 
 
Task 1 – Project Management and Meetings 
This task will consist of general project management, administrative, and accounting activities for the 
project. Coordination activities will consist of preparing and distributing project correspondence, 
scheduling of meetings, and discussion of project elements with the Client throughout the process. 
 
Task 1.1 – Kickoff Meeting 
Kimley-Horn will facilitate one (1) project kickoff meeting with staff to discuss the vision and goals for 
the project as well as any other key issues consisting of a project schedule, identifying key stakeholders, 
and other pertinent information to this project. General notes and topics of discussion will be 
documented in meeting minutes. This meeting with be held virtually.
