PUBLIC WORKS appear to meet the TDEC requirements regarding the planning process and the information required to be included in the Masterplan. After determining that both firms were qualified and that their proposals would produce substantially similar results, we compared the cost of each proposal. KHA’s proposal provides the most cost-effective approach for achieving the desired outcome. Therefore, we are recommending that City Council approve the proposal from KHA to prepare the Masterplan update for a fee in the amount of $87,950. The second proposal received was more than $15,000 higher with no discernible difference between the quality and scope of the work to be provided. The agreement allows for certain customary reimbursable expenses and establishes an hourly rate schedule should additional services be needed. Therefore, we are also recommending the authorization of an additional $4,500 to be used for reimbursable expenses and additional services, if needed. Action Item Approve the Professional Services Agreement with Kimley-Horn and Associates in the amount of $87,950 to update the City’s Parks and Recreation Masterplan and authorize an additional $4,500 for reimbursable expenses and additional services, if needed.
