PUBLIC WORKS • Combined Project Locations Near the completion of design, City staff elected to combine both project locations into a single bid package. Because the work is similar in scope, bidding them together was expected to reduce overall construction costs by allowing one contractor to complete both projects concurrently . After combining the available funds for both projects, a total of $869,452 is available to complete the project. Three bids were received and opened on June 25, 2026. City staff and the project engineer have reviewed the bids and determined that the apparent low bid is respons ive and meets all bid requirements. A bid tabulation prepared by the Purch asing Officer and a bid award recommendation from Gresham Smith are att ached to this memo. The low bid, which is within budget, was submitted by Wilson Construction Group, LLC. in the amount of $571,954.55. This bid is $297,497.45 less than the available funding. Although extensive geotechnical testing has been completed, subsurface conditions cannot be fully verified until excavation be gins. Should unforeseen conditions be encountered, promp t decisions will be necessary to avoid delays that could increase the construction costs. Staff therefore recommends approval of a $30,000 construction contingency, approximately 5 percent of the low bid, to address any unforeseen conditions encountered during construction. Even if the full contingency is utilized, total project expenditures will remain approximately $267,500 below the total funding available. Action Item Award the contract to Wilson Construction Group, LLC. in the amount of $571,954.55 , and authorize an additional $30,000 construction contingency for unforeseen conditions, if necessary. 14
