SUBJECT: View Street Connector & N Jackson Street Remediation 
Background 
• N Jackson Street 
Road base failure and slope instability  have resulted in significant deterioration of N Jackson 
Street in front of City Hall. The issue was first identified in August 2023 and an area along the edge 
of the ro adway has been closed to traffic since that time. At that time, Council approved a 
professional services agreement with Gresham Smith to design and bid work needed to repair the 
roadway. Subsequent investigations determined that a slope stability analysis was necessary  to 
ensure all factors contributing to the failure were identified and inc orporated into the 
remediation design. In January 2024, the City entered into an agreement with GEOS to conduct 
that work and provide the results to Gresham Smith to use in designing the remediation work. 
 
Construction was originally anticipated to begin during FY26, and $480,000 was budgeted for the 
work. However, because the project advanced only th rough the bidding phase during the fiscal 
year, expenditures totaled just $9,498. Carrying forward the remaining  balance and adding the 
$70,000 budgeted for project completion in FY27 provides total available funding of $540,502. 
 
• View Street 
During the early part of 2025, the City acquired a strip of land to serve as a right -of-way for 
construction of a one-block connector section of roadway needed to connect the two existing 
dead-end segments of View Street. In addition to improving access, the work will also address 
stormwater drainage issues in the area.  At the July 2025 meeting, City Council approved a 
professional serv ices agreement with Gresham Smith to design  and bid the work needed to 
construct the roadway segment.  
 
Construction was originally anticipated to begin during FY26, and $305,000 was budgeted for the 
work. However, because the project advanced only th rough the bidding phase during the fiscal 
year, expenditures totaled just $31,050. Carrying forward the remaining balance and adding the 
$55,000 budgeted for project completion in FY27 provides total available funding of $328,950.
