Heritage Park LPRF- 12:21pm 
Matt reported that the construction documents for the Heritage Park project have been completed. 
The project is expected to move forward with a bid release targeted for July, pending final review. 
The current timeline anticipates presenting the project to the City Council for approval at the 
August meeting. The scope of the project includes the development of Little League and youth 
baseball fields, a playground, and a 0.5-mile walking trail designed as a continuous loop, similar to 
the layout at Veterans Memorial Park. The existing parking lot will be repaved and reconfigured to 
provide appropriately marked spaces. All site improvements, including sidewalks, the pavilion, 
playground, and field access—will be fully ADA compliant, featuring accessible ramps and 
pathways throughout the facility. 
 
 
Little League Incident- 12:28 pm 
Matt provided a detailed account of the incident that occurred on May 15th at Regional Park. Derek 
shared his perspective as someone who was present during the event, and Reya spoke about the 
woman's behavior in previous games, noting that she has frequently yelled at coaches and others. 
Matt also met with both families involved and reviewed footage from the park’s security cameras. 
The floor was then opened for discussion regarding appropriate action for this incident. A proposed 
disciplinary action included a half-season suspension, during which the mother would not be 
allowed to attend games, followed by probation for the remainder of the season. Additionally, it 
was agreed that a formal letter would be mailed to the individual who instigated the incident by 
using inappropriate language toward a child. John Duggan suggested implementing a code of 
conduct along with a fine system for future incidents of this nature. Linda Long chose to abstain 
from voting. A motion to send the letter was made by Larry Rhodes, seconded by Johnny Coffman, 
and the motion was passed.
