MINUTES Recreation Advisory Board/Tree Board/Little League Board Department of Parks and Recreation The Recreation Advisory Board/ Tree City USA Board /Little League Board met in a scheduled meeting on Thursday, June 12th, 2025, at 12:00 pm. Upon a call the following members were present: Linda Long, Johnny Coffman, Ron Starr, and Larry Rhodes Upon a roll call the following members were absent: Mary Scudder, Moises Contreras, Bob Miller The following guests and staff members were present: Matt Siniard, Derek Phillips, Reya Joseph, Shellie Stephens, Anthony Raper, and John Duggan The following decisions were made and ordered as part of the records of the Recreation Advisory Board/Tree City USA Board/ Little League Board. -1- MINUTES 12:06pm- Minutes for meetings held on April 17th, 2025, were handed out and reviewed with no changes suggested. Motion made by Larry Rhodes, seconded by Johnny Coffman to approve the minutes. Motion Carried. -2- NEW BUSINESS Artificial Turf at Regional Park- 12:08pm Matt provided an update on the turf field project, emphasizing the importance of finalizing bid specifications and supporting documentation to ensure the process moves forward quickly. The City Council is scheduled to review the Fiscal Year 2025–2026 budge t at its meeting on June 17, during which the turf field proposal will be discussed and is expected to be considered for approval. The project involves converting all five infields to synthetic turf. Specifications will include base plugs set at 90 feet, aligning with middle and high school standards. With these enhancements, the fields will be suitable for hosting tournaments for older age groups. Additionally, all fields would be reconfigured to accommodate 90- foot base paths and 300- foot outfield fences to meet regulation dimensions. Each infield is approximately 15,000 to 16,000 square feet in size. At this stage, the final plan for relocating excavated soil has not been determined, and the details of the excavation and drainage processes remain under ev aluation. Three procurement options were identified for the project: a traditional request for bid, a request for proposals from qualified vendors, or utilizing an existing government contract. The estimated total cost of the project is between $1 million and $1.5 million. Next steps include finalizing bid documentation, preparing for the June 17 City Council meeting, and determining the most effective procurement strategy based on the project’s scope and timeline.
