MINUTES Recreation Advisory Board/Tree Board/Little League Board Department of Parks and Recreation The Recreation Advisory Board /Tree City USA Board /Little League Board met in a scheduled meeting on Thursday, February 19, 2026, at 12:00 pm. Upon a call the following members were present: Bob Miller, Mary Scudder, Linda Long, Johnny Coffman, and Moises Contreras Upon a roll call the following members were absent: Ron Starr and Larry Rhodes The following guests and staff members were present: Matt Siniard, Reya Ingraham-Curtiss, Leah Goins, Anthony Raper, and John Duggan. The following decisions were made and ordered as part of the records of the Recreation Advisory Board/Tree City USA Board/ Little League Board. -1- MINUTES 12:05pm- Minutes for the scheduled meeting held on December 18, 2025, were handed out and reviewed with no changes suggested. Motion made by Johnny Coffman, seconded by Larry Rhodes to approve the minutes. Motion Carried. -2- NEW BUSINESS Authorization To Apply For Local Parks And Recreation Fund (LPRF) To Extend Eureka Trail To Prof Powers Park 12:10pm Director, Matt Siniard, presented t he project to the board and e xplained the requirements for application and details of the project. The grant application is due in April with it being awarde d in either September or October. Bob Miller motioned to approve submittal of the application, seconded by Johnny Coffman. Approved by all members in attendance, motioned carried. Strategic Summit Presentation - 12:25pm Matt Siniard presented the Strategic Summit presentation that would be used in the annual Strategic Summit meeting. Topics included program numbers, loss and revenue, 2025 improvements, and the Capital Improvement Plan. The board discussed the importance of updating the Cook Park parking lot. Johnny Coffman motioned to move the Cook Park parking lot improvement to fiscal year 2027- 2028, Mary Scudder seconded. Motion carried. Johnny Coffman made a motion for Matt to recommend to the City Council that Soap Box Derby be discontinued due to lack of interest and significant cost, seconded by Linda Long. Motion carried. The board also discussed the importance of a Community/Recreation Center for the department as
