MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board /Tree City USA Board/Little League Board met in a scheduled meeting 
on Thursday, June 15, 2023, at 12:00 pm.   
 
Upon roll call the following members were present: 
Bob Miller, Johnny Coffman, Moises Contreras, Larry Rhodes, Ron Starr 
 
Upon roll call the following members were absent:  
Chad Goodin and Mary Scudder  
 
The following guests and staff members were present:  
Matt Siniard, Derek Phillips, Reya Joseph and Angela Leitzel 
 
The following decisions were made and ordered a part of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

MINUTES 
 
Minutes for the scheduled December 15, 2022 meeting and the called June 8, 2023 meeting, were given 
to the board and no changes were suggested. 
Motion was made by Larry Rhodes, seconded by Bob Miller, to approve the minutes.

NEW BUSINESS 
 
Review of Study Session Comments on Pickleball 
Matt Siniard explained to the Board, on Monday, June 12, 2023, Daniel Boutte with Lose Design, Kevin 
Helms, Larry Rhodes and himself, all presented to Council , at the study session , a Pickleball 
presentation.  Council plans t o put the project to a vote, at the next regularly scheduled meeting, on 
Tuesday, June 20, 2023.   
 
Energy Grant for Lighting and Shade Structures 
Siniard explained to the Board that he will be looking at grants for as many Pickleball project items as 
possible.  One grant available for lighting, that is eligible to be applied for at any time, is from 
Piedmont Lithium.  He requested the Board let him know if they learn of any other possible grants that 
are available to use for shade structures or any other amendments to the project.
