PURCHASING DEPARTMENT
MEMORANDUM
To: Randall Dowling, City Manager
From: Angela Robbins, Purchasing Assistant
DATE: April 2, 2026
SUBJECT: Bid Opening Results - RFP #26-2 Drive-Thru Christmas Light Show
Sealed proposals for RFP #26-2, Drive-Thru Christmas Light Show at Athens Regional Park, were
publicly opened on March 26, 2026 at 3:00 PM. The City received one (1) proposal from
Outdoor Lighting Perspectives.
Outdoor Lighting Perspectives submitted a total project cost of $678,295 and proposed a
synchronized light show with interactive elements and themed sections throughout Athens
Regional Park.
Several differences were noted between the requirements outlined in the RFP and the proposal
submitted. The RFP anticipated that the contractor would provide the show and recover its
investment through collection of gate fees, resulting in no direct cost to the City for the light
show. However, the proposal includes a stated project cost of $678,295 while recommending a
$25 per vehicle admission fee, creating a difference in how the project would be funded.
Additionally, the RFP specifies that the contractor will be responsible for all aspects of
operations, including staffing, traffic management, and payment collection; however, the
proposal anticipates involvement from the City, particularly requesting the use of off-duty
police officers for traffic control and security.
