SISTER CITIES PROGRAM 
MINUTES 
MEETING OF THE BOARD OF DIRECTORS 
Wednesday, November 12, 2025 
12:00pm - City Hall 
a. Roll Call:
i. Present: Betty Ruleman, Lindsey Ferguson, Larry Eaton, Randy Dowling,
Becky Simpson and Joe Barnett
ii. Absent: Sandra Kinney and Austin Fesmire
II. Approval of Minutes
a. Motion was made by Randy Dowling, seconded by Becky Simpson, for the approval
of the September 10, 2025 minutes.
Motion carried 
Ill. New Business 
a. Review SEUS Conference/lsahaya Visit - Randy and Larry gave the Board an overview
of their visit; 40-50 Tennesseans were present at the Conference. The visit in lsahaya
renewed the bond with the Mayor and officials with the sister city.
b. Vacancy Appointments Discussion - Larry will call Tyler Forrest and Betty will also talk
to him about appointing a TWU representative. Lindsey to reach out to other contacts
at Denso to see if there is any interest in joining the Board.
c. Planning for 2026 Chinzei Gakuin Visit - Discussion was made about looking for
possible donations for the trip. Possible day trips to Dollywood, bowling, the lake, ice
cream tour, or shopping. Maybe assemble a team to work on this.
IV. Reports
a. Financial Report was given to the Board
