Agenda Item III C. Award of RFQ 24 -08 for Preliminary Design, Environmental Clearances, and Data Collection for Historic Downtown Street Improvements at Five Intersections on Green Street Overview During July 2023, the city applied for a $750,184 Multi -Modal Access Grant from TDOT to improve five intersections along Green Street, namely the intersections of Forrest Avenue, Atlantic Street, Ingleside Avenue, Eastanallee Avenue, and Sunset Drive. The improvements will include sidewalks, bike lanes, pedestrian crossing signals, retime traffic signals, ADA compliance, and stormwater facilities. This project was identified in the Traffic Safety Action Plan (2025) prepared by Kimley Horn Engineers and the Bike & Pedestrian Master Plan (2023). The city was notified during early 2025 that the grant was awarded with the state share being 90% ($675,166) and the city share being 10% ($75,018). After conducting an RFQ process, Kimley Horn Engineers is recommended to the City Council by the staff review committee to perform this street improvement project. Their scope of work for this phase includes preliminary design, environmental clearances, survey data, and utility data for a fee of $127,800. Phase II, which will be budgeted and occur during FY 2025- 26, will consist of preparing construction documents, bidding, and actual construction. A memo from the Public Works Department and Kimley Horn’s proposal are attached.
