SISTER CITIES PROGRAM 
 
MINUTES 
MEETING OF THE BOARD OF DIRECTORS 
 
Monday, January 29, 2024 
12:00pm – Trinity UMC 
 
I. Welcome  
a. Roll Call: 
i. Present: Victoria White, Austin Fesmire, Becky Simpson, Lindsey Ferguson, Ersa Henry, 
and Betty Ruleman 
ii. Absent: Deb Wallace and Steve Sherlin 
II. Approval of Minutes 
a. Motion was made by Lindsey Ferguson, seconded by Ersa Henry, for the approval of minutes of 
the November 1 and November 13, 2023 meetings. 
Motion carried 
III. New Business 
a. Donation Increase – Ersa Henry expressed her desire that the Board increase their donation to 
the Chinzei Gakuin  program.  The estimate for 2024 is $26, 400, $1300/student.  Lindsey 
Ferguson suggested submitting a proposal to the Board, requesting a donation amount. 
b. Transfer – Discussion of letter needs to be drafted to request the Sister Cities program be 
transferred from the City to TWU to the City Council.  A new Board would need to be reassemble 
at a new location and new bylaws will need to be drafted. 
c. Exchange Students – Discussion of having the potential exchange students involved with 
the Chinzei Gakuin students during their visit the summer to work towards next year’s 
trip.  Board would like a meeting with Anna and the exchange students for an overview 
of the program to see who wants to participate.
