MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board /Tree City USA Board/Little League Board met in a called meeting 
on Thursday, March 21, 2024, at 12:07 pm.   
 
Upon roll call the following members were present: 
Bob Miller, Ron Starr, Mary Scudder, Johnny Coffman, Linda Long and Larry Rhodes 
 
Upon roll call the following members were absent:  
Moises Contreras 
 
The following guests and staff members were present:  
Matt Siniard, Reya Joseph and Angela Leitzel 
 
The following decisions were made and ordered a part of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

NEW BUSINESS 
 
Splashpad/Playground Pricing 
Angela Leitzel presented comparison pricing of local splashpad pavilion rental fees to the Board.  Due 
to the hours of the rentals and the lack of staff available, the Board suggested that verbiage be added 
to the permit, that renters must pick up and take their trash with them .  A press release will need to 
be sent announcing the new rate with an effective date of May 1st. 
Motion was made by Johnny Coffman, seconded by Bob Miller, to raise the pavilion/shade structure 
rental rate at the splashpad/playground at Athens Regional Park, to $30 for a 2- hour rental black 
effective May 1, 2024. 
Motion Carried 
 
Credit Card Payments at Concession Stand/Pool 
Matt Siniard explained to the Board that computers/hardware, software, firewall and internet needs 
to be installed/updated to work with credit card machine terminals.  There is a 3% fee associated 
with taking credit cards and discussion was made about passing the fee directly to the customer or 
hiding it in the prices of the food.  The Board suggests researching the costs of the hardware and 
everything involved to take credit cards, before they will make a decision.
