MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board /Tree City USA Board/Little League Board met in a scheduled meeting 
on Thursday, October 19, 2023, at 12:06 pm.   
 
Upon roll call the following members were present: 
Bob Miller, Moises Contreras, Ron Starr, Mary Scudder and Lisa Blos-Johnson 
 
Upon roll call the following members were absent:  
Johnny Coffman and Larry Rhodes 
 
The following guests and staff members were present:  
Matt Siniard, Derek Phillips, Reya Joseph and Angela Leitzel 
 
The following decisions were made and ordered a part of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

MINUTES 
 
Minutes for the scheduled August 17 , 202 3 meeting were given to the board and no changes were 
suggested. 
Motion was made by Bob Miller, seconded by Moises Contreras, to approve the minutes. 
 Motion Carried

NEW BUSINESS 
 
School Gym for Recreation 
Matt Siniard explained to the Board, the City took ownership of the elementary schools.  Parks and 
Recreation will not be using Ingleside school, due to the deterioration of the facility, and will try to use 
Westside and North City for the basketball league practices only.  He further explained that the 
department does not have their own gyms for future programs and the need for a dedicated facility is 
imminent.  
 
Heritage Park Updates 
Siniard explained the grant process is ongoing, signs are being acquired and still waiting to hear on the 
BlueCross Healthy Places Grant. 
 
Ingleside Tennis/Pickleball Updates 
Siniard showed the board vandalism pictures of the courts, from a patch that was laid in 2016 pulled up 
that exposed the original pad and large cracks.  He expressed the concern of needing security cameras 
and internet at the park.  He further explained that we are still waiting on bids from Lose on Pickleball 
designs and construction wouldn’t be able to begin until Spring.  He is hoping to have the updated 
designs by the December Council study session. 
Motion was made by Mary Scudder, seconded by Moises Contreras, to recommend to City Council to 
install Wi-Fi and security cameras in city parks for the safety of the citizens.
