SISTER CITIES PROGRAM 
 
MINUTES 
MEETING OF THE BOARD OF DIRECTORS 
 
Monday, February 26, 2024 
12:00pm – Trinity UMC 
 
I. Welcome  
a. Roll Call: 
i. Present: Victoria White, Austin Fesmire,  Becky Simpson, Steve Sherlin , Deb Wallace, 
Lindsey Ferguson, Ersa Henry, and Betty Ruleman 
 
II. New Business 
a. Waiver Update – Deb Wallace stated that she has given Oak Ridge's waiver for travel to Japan 
to the city attorney, Chris Caldwell. He should get back with one by mid-March. 
b. Exchange Students Visit  – Victoria White indicated that Yui Hayashida has put together an 
itinerary for the program for the students going to Japan in 2025. It involves a lot of time in the 
school as well as some sightseeing. 
c. Chinzei Gakuin Visit – Betty Ruleman will forward the info Ana Barrios created for the 
SCRAs to committee members. Victoria indicated that the Denso Tour and the Welcome 
Dinner at Trinity are on the schedule, as well as the offer of a taco dinner in her home 
in Cleveland.  Ersa provided the dates: July 11-27. 
d. JOI Coordinator – Discussion of Japan Outreach Initiative event in Athens.
