SISTER CITIES PROGRAM 
 
MINUTES 
MEETING OF THE BOARD OF DIRECTORS 
 
Wednesday, November 1, 2023 
12:00pm – EDA Boardroom 
 
I. Welcome  
a. Roll Call: 
i. Present: Victoria White, Austin Fesmire, Becky Simpson, Dick Pelley, Deb Wallace, 
Lindsey Ferguson, and Betty Ruleman 
ii. Absent:  Ersa Henry   
II. Approval of Minutes 
a. Motion was made by Austin Fesmire, seconded by Lindsey Ferguson, for the approval of 
minutes of the October 11, 2023 meeting. 
Motion carried 
III. New Business 
a. Student Application Review – Eight students, 9th grade through 2nd year in college, have 
submitted applications.  A few parents have requested to travel & be chaperones.  
Application submission was agreed to be extended until November 15, 2023. 
International Night will be held at McMinn County High School on November 9
th, 5-7pm.  
An Information Night will be held at Trinity UMC on November 19th at 1pm.   
b. Waiver – City Attorney to Create Waiver for Students on Trip  – A study abroad waiver 
needs to be drafted and signed by both parents of student under 18, and must be 
notarized.
