PURCHASING DEPARTMENT MEMORANDUM To: Mike Keith, Finance Director From: Angela Robbins, Purchasing Assistant Date: October 8, 2025 Re: RFP 25-12 — Athens Regional Park Entrance Gate Following the close of RFP 25-12, | led the evaluation of the three proposals received. While Kings Development Group submitted the lowest base bid, my recommendation is based on overall responsiveness to the City’s requirements and the completeness of the submittal. Tim’s Fencing, Inc. provided a clear, compliant proposal that aligns with the specifications and acknowledges the issued addenda. On that basis, | recommend awarding the contract to Tim’s Fencing, Inc. for a total of $35,330. The project scope is the installation of a single 28' cantilever slide gate at the end of the existing guardrail entering the park. The gate will feature a reflective, full-color City seal centered on the panel to enhance visibility and provide a uniform civic appearance. From a safety and operations standpoint, the proposed system addresses the core features called for in the RFP. These include obstruction detection to prevent movement when the path is blocked; photo-eye monitoring across the opening and vehicle detection at the exit for predictable operation; battery backup to allow a safe open/close cycle during a power interruption; and an audible alert to caution pedestrians and motorists when the gate is in motion. For emergency access, the control approach enables authorized first responders to open the gate rapidly and securely from the field, supporting reliable ingress during incidents while maintaining day-to-day site security.
