SUBJECT: Mt. Verd Industrial Site Improvements 
 
Background 
Acting as the grantee for a joint project with the  Economic Development A uthority of the County of 
McMinn (EDA) and McMinn County, the city has been coordinating with Croy Engineering and Southeast 
Tennessee Development (SETD) who were selected by the EDA for work associated with the project.  The 
project includes land clearing, mass grading, roadway extension construction, erosion control, and other 
items necessary for preparing a project-ready industrial site.  Request for Bids #25 -11 was issued with a 
bid opening date of July 31, 2025, but the deadline was later extended to August 14th.   
 
There were five bids received with the lowest responsive bid  of $1,847,596.00 being from Whaley 
Construction LLC. A copy of the bid recommendation letter from Croy Engineering is attached to this 
memo and a bid tabulation is included as part of the letter.  It should be noted that most of the items 
included in the bid are based upon unit prices with the low bid calculated  based upon the quantities 
estimated by the engineer.  The final cost of the project will be based upon actual quantities documented 
during construction. It should also be noted that the bid amount includes a $100,000.00 owners allowance 
for construction contingencies. 
 
Action Item 
We request City Council award  a contract for Mt. Verd Industrial Site Improvements to Whaley 
Construction LLC in the amount of $1,847,596.00 and authorize  the mayor and staff to execute all 
documentation required for award.
