SUBJECT: Stormwater Management Program Modifications 
Background 
 
In accordance with our TDEC NPDES Small MS4 permit, the Public Works Department is providing a memo 
documenting it’s rationale and requesting Council acknowledgement and approval in modification of the 
stormwater management program. 
 
Within the TDEC Small MS4 General Permit, requirements for a small MS4 program to make minor 
modifications to its program are outlined under section 4.4.1. as follows: 
 
 
 
4.4. STORMWATER MANAGEMENT PROGRAM MODIFICATION Program 
Modification 
 
Permittees may modify the Stormwater Management Program during 
the life of the permit in accordance with the following: 
 
4.4.1.1. Minor Modifications 
 
Minor Modification are required to be reported in accordance with 4.2.2. 
These changes do not require a formal public notice. 
 
a) Modifications that add, but neither subtract nor replace, components, 
controls, or requirements to the Stormwater Management Program may 
be made by the permittee at any time. A description of the modification 
shall be included in the subsequent Annual Report. 
 
b) Correct typographical errors 
 
c) Increase in Monitoring
