IV. L.  Ordinance 1144, An ordinance to amend Title 14, Chapter V, Section 14-130 of 
the Athens City Code relative to P ermanent Stormwater M anagement: Design 
and Construction Inspection. 
 
 
Overview 
The City of Athens is required to comply with the Tennessee Department of Environment and 
Conservation (TDEC) National Pollutant Discharge Elimination System (NPDES) Small 
Municipal Separate Storm Sewer System (MS4) General Permit.  TDEC has recently clarified 
its requirements concerning manufactured treatment devices (MTDs) and stormwater quality 
standards.  
 
Ordinance 1144 (attached) amends Athens City Code, Title 14, Chapter V, Section 14-130(4), 
to align the City Code with updated TDEC requirements, maintain compliance with the MS4 
General Permit, and ensure stormwater management designs reflect current environmental and 
engineering standards.  The ordinance is scheduled for first reading on September 16, 2025, and 
second reading on October 21, 2025. 
 
Action to Consider 
Consensus is needed to move this item to the September 16, 2025 regular session for 
consideration.
