MINUTES 
Recreation Advisory Board/Tree Board/Little League Board 
Department of Parks and Recreation 
 
The Recreation Advisory Board/ Tree City USA Board /Little League Board  met in a scheduled  
meeting on Thursday, December 18, 2025, at 12:00 pm.  
 
Upon a call the following members were present: 
Linda Long, Johnny Coffman, Bob Miller, Larry Rhodes, and Moises Contreras  
 
Upon a roll call the following members were absent: Mary Scudder and Ron Starr  
 
The following guests and staff members were present:  
Matt Siniard, Derek Phillips, Reya Ingraham-Curtiss, Leah Goins, and Anthony Raper. 
 
The following decisions were made and ordered as part of the records of the Recreation Advisory 
Board/Tree City USA Board/ Little League Board.

MINUTES 
 
12:03pm- Minutes for the called meeting held on December 9, 2025, were handed out and reviewed 
with no changes suggested. 
Motion made by Johnny Coffman, seconded by Larry Rhodes to approve the minutes. 
Motion Carried.

NEW BUSINESS  
 
Special Guest – Daniel Earp – 12:05pm 
 
Daniel Earp joined the meeting to present his presentation on suggested All-Stars changes. He focused 
on ideas to improve the league and proposed that it starts by elevating the All-Stars program. His first 
suggestion was to have the coach of the All -Stars team be selected by vote r ather than automatic 
appointment based on games won. He also suggested having the All-Stars tryouts on the first available 
weekend possible and selecting players based on a rubric scale. Johnny Coffman moved to adopt the 
suggestions Daniel Earp presented, seconded by Larry Rhodes. Motion carried.  
 
Facility Rentals for Athens Parks & Recreation Fields - 12:30pm 
 
Director, Matt Siniard, updated the committee on the progress of the turf installation at Athens 
Regional Park. Because of the turf installation, Matt proposed increasing the rental fees on all City 
fields as it has not been increased in several years. Matt suggested increasing the Athens Regional 
Park fields from $5/hour to $25/hour and every other field from $5/ hour to $15/hour. Moises 
Contreras moved to increase field rentals, seconded by Johnny Coffman. Motion carried.
