6776 Page 1 of 4 ATHENS CITY COUNCIL MINUTES OF MEETING December 20, 2022 The Athens City Council met in regular session on Tuesday, December 20, 2022, at 6:00 p.m. with Mayor Sherlin presiding. The invocation was given by Council Member Pelley; and upon roll call, the following members were present: Curtis, Pelley, Witt-McMahan, Sherlin Vice Mayor Eaton was absent. The following decisions were made and ordered made a part of the records of the Athens City Council. -1- APPROVAL OF MINUTES The Minutes of the November 14, 2022 called meeting, November 15, 2022 regularly scheduled meeting, and December 6, 2022 called meeting were submitted and approved. Council Member Pelley moved, Council Member Curtis seconded. Roll call vote: AYES: Curtis, Pelley, Witt-McMahan, Sherlin NAYS: None ABSENT: Eaton -2- COMMUNICATIONS AND SPECIAL PRESENTATIONS NORTH CITY SCHOOL UPDATE Angel Hardaway, the principal of North City Elementary School, expressed appreciation for the Fire Department and Parks Department for the students’ movie day and for the Council in all they do for the school. -3- PRESENTATION OF PROCLAMATION - MARK LOCKMILLER Council Member Witt-McMahan presented a proclamation to Vice Mayor Lockmiller for his tenure on the City Council. -4- PRESENTATION OF PROCLAMATION — WILLIAM BO PERKINSON Council Member Curtis presented a proclamation to Mayor Perkinson for his tenure on the City Council. -5- CONSENT AGENDA Mayor Sherlin advised the recording clerk to read the following items into the record: a.) Appoint Perry McCowan (Witt-McMahan), term expires March 21, 2024 and Lisa Blos- Johnson (Eaton), term expires March 21, 2025 to the Council Advisory Committee. b.) Approve City of Athens Debt Management Policy, annual review by the Athens City Council. c.) Approve Resolution No. 2022-34 authorizing the distribution of Athens Utilities Board’s electrical in lieu of tax payments for fiscal year 2022/2023. d.) Approve Resolution No. 2020-35 authorizing the distribution of Athens Utilities Board’s gas in lieu of tax payments for fiscal year 2022/2023. e.) Approve Resolution No. 2022-36 authorizing the application to the Appalachian Regional Commission for funding Mt. Verd Industrial Park site improvements. f.) Approve Resolution No. 2022-37 authorizing the submission of a Violent Crime Intervention Fund grant in the amount of $188,579.
